  • The City of Downey supports the filming industry and does its best to assist production companies who wish to do business here. The Film Permit Application will direct you to the forms you will need to apply for a film permit. The city will help you with the type of permit needed and the application. Downey is a film-friendly community. Please be aware that we are also concerned about possible impacts on the neighborhood and require production companies to follow certain rules to minimize impacts and possible inconveniences for residents.     Film permits require a $30.00 business license fee and a minimum of $1,000.00 refundable deposit.

    All film permits also require a $2,000,000 (two million dollars) certificate of liability insurance naming the City of Downey as co-insured. If filming on streets, public right of way, involving any interference with traffic or potential public safety hazards the insurance certificate must be for $10,000,000 (ten million dollars).

    Permit must be applied for in person at city hall at least five days prior to filming, or ten days prior to filming if filming involves potential public safety hazards or interferes with traffic.
