Ms. Yvette M. Abich Garcia was appointed as City Attorney by the Downey City Council in December 2010. Ms. Garcia brings over 20 years of experience in public law. Prior to her appointment as Downey City Attorney, Ms. Abich worked in private practice serving as a contract city attorney for the cities of Commerce (1998-2004) and Barstow (2004-2010). She also served as Assistant City Attorney for the cities of Calabasas, Los Alamitos and Sierra Madre and General Counsel to the Orangeline Development Authority (Eco-Rapid), the Southeast Los Angeles County Workforce Investment and Policy Boards, as well as the West Cities Communication Center.
Ms. Garcia obtained her undergraduate degree from Loyola Marymount University and her Juris Doctorate Degree from Loyola Law School. Ms. Garcia has served on the League of California Cities’ Legal Advocacy Committee and the Executive Board of the Public Law Section of the California State Bar. She is admitted to practice law in the State of California, as well as before the U.S. District Court for the Central District of California and the Ninth Circuit Court of Appeals.
The Downey City Attorney provides a full range of legal services to the City and is the chief legal advisor to the City Council, the Planning Commission, all City Departments and all appointed commissions, committees and boards. While performing duties as the City’s chief legal advisor, the City Attorney manages all outside counsel, drafts, reviews and negotiates city agreements and other legal documents, drafts and reviews ordinances and resolutions and provides legal support and guidance to each city department and their operations.
