The Special Enforcement Team (SET) is a specialized 
assignment in the Administration  Division comprised of the Administrative Sergeant and two Investigators. The primary duty of SET is the recruitment and background investigations for new employees within the Police Department. Other duties include the investigation and filing of Municipal Code cases, investigation of police permits issued to businesses in the City, public speaking for local groups and schools, and the organization and supervision of decoy operations for massage parlors and liquor stores selling alcohol and tobacco products to minors.
