All dogs belonging to Downey residents must be licensed. Licensing is handled through the South East Area Animal Control Authority (SEAACA).
In order to purchase a license your dog must have a valid Rabies Certificate. If your dog has been spayed or neutered you must also have a Certificate of Sterility in order to receive the spay/neuter discount. While dogs are not required to be sterilized, dogs that have been spayed or neutered qualify for a lower fee for their license and annual renewals. Residents who are handicapped and low income senior citizens may also qualify for a discounted fee.
