Water bills can be paid one of three ways – in person, by mail or by automatic debit of your checking account. All payments should be payable to City of Downey. You can pay your bill in person at Downey City Hall. City Hall is open Monday-Friday, 7:30AM-5:30PM. There is also a drop box available after hours, weekends and holidays. The drop is immediately to the right of the front door of City Hall.

If you want to mail in your payment and you have the payment coupon from the bottom of your bill, mail your payment and payment coupon to: City of Downey, Dept LA 23221, Pasadena, CA 91185-3221. If you are mailing your payment and you do not have your payment coupon mail your payment to: City of Downey, P O Box 130, Downey, CA 90241.

If you would like to enroll for auto debit to pay your future water bills you can complete the form below. Return the form with a void check to City of Downey, Attn: ACH Enrollment, P O Box 7016, Downey, CA 90241. If you apply for this service you will be mailed a statement and payment of your bill will be withdrawn from your checking account one week after the statement date.

On September 28, 2018, the Governor approved Senate Bill 998 (SB 998). SB 998 requires water suppliers to have a written policy on the discontinuation of residential water service for nonpayment.  This Policy on Discontinuation of Residential Water Service for Non-Payment will be effective February 1, 2020.
