The Planning Commission consists of five members, one from each district, and are appointed by their respective City Council Member. The Planning Commission serves as an advisory body to the City Council on the adoption, amendment or repeal of the General Plan, Specific Plans, Zoning Ordinances, and other matters that guide the future physical development of the City.

Additionally, the Planning Commission serves as the public hearing authority for a variety of development applications. Throughout the year, the Planning Commission reviews numerous requests from homeowners, businesses, and developers, including requests for Conditional Use Permits, Variances, Planned Sign Programs, Site Plan Reviews and Subdivisions.

The Planning Commission meets the 1st and 3rd Wednesday of each month at 6:30 p.m. in the Council Chamber at Downey City Hall, 11111 Brookshire Avenue. For more information please call (562) 904-7154.

Accommodation Requests

The initial step in processing a request for accommodation under Title II of the ADA is by completing the City's Title II ADA Reasonable Accommodation Form. An accommodation is a reasonable modification or adjustment that enables a qualified person with a disability to enjoy the same access to facilities, services, activities, and programs that are enjoyed by persons without disabilities.

Individuals with disabilities who need special assistance to participate in Planning Commission meetings can complete the City’s Title II ADA Reasonable Accommodation Form located on the City’s website and at City Hall - Planning Division, 11111 Brookshire Avenue, Monday – Friday, 7:30 a.m. – 5:30 p.m., and submit to the Planning Division or contact the Planning Division office at (562) 904-7154 or the California Relay Service at 7-1-1. Notification 48 hours prior to the meeting will enable the City to make reasonable arrangements to assure accessibility to this meeting.

The City of Downey will provide appropriate auxiliary aids and services whenever necessary for those individuals who have hearing, sight or speech impairments unless to do so would result in a fundamental alteration of its programs or an undue administrative or financial burden. No surcharge will be placed on a particular individual with a disability or any group of individuals with disabilities to cover the cost of providing these auxiliary aids/services or reasonable accommodations.
