Claudia M. Frometa was re-elected with nearly 70% of the vote for a second term in November 2022 to represent Downey's District 4. As a dynamic professional and enthusiastic servant leader, Claudia has 26 years of experience in healthcare, emergency and disaster management, communications, and newspaper publishing. Currently, she is part of Kaiser Permanente’s National Emergency Management Team. She has played a crucial role in improving disaster response strategies for hospitals in Los Angeles County and across the state, contributing to the standardization of management plans. Claudia is a member of various emergency management committees in California and nationally. She also serves as 2nd Vice President on the Executive Board for the National Association of Latino Elected Officials (NALEO). She has a background in journalism and publishing, having worked for The Press Enterprise and worked as Founder and Publisher of La Prensa in 1999.

Locally, she is a member of the Downey Los Amigos Kiwanis Club, and has been recognized with the Distinguished Woman Award for her contributions to the community from Soroptimist International. Claudia is the first female immigrant elected to Downey City Council and Mayor from Mexico. She holds a bachelor’s degree in communications, and numerous certifications. She is a Terrorism Liaison Officer (TLO) and a licensed amateur (ham) radio operator. Claudia is committed to investing in the youth, to that end, she serves on the Advisory Board for the Downey Foundation for Educational Opportunities (DFEO). She also serves on the Board of Advisors for USC’s School of Public Policy Executive Education Program, The Rancho Los Amigos Hospital Foundation Board, California Contract Cities Association Board and is the Chair for the Public Safety Policy Committee for the League of California Cities. Claudia and her husband Nolveris Frometa have been residents of Downey for over 30 years and have raised four civic-minded children in the Downey Unified School District.

Accomplishments under Mayor Frometa’ leadership in 2021 & 2023 include:

  •  Refinancing the city’s CalPERS Pension Obligations resulting in a gross savings of $55 million
  • Enhancing Downey’s Environmental Sustainability with the use of solar panels, project began in 2021 with an annual savings of $200,000
  • Leading an aggressive neighborhood and city street rehabilitation plan at a cost of $30 million
  • Continued prudent financial practices and balanced budgets
  • Increase LA County Mental Health Staff assigned to Downey PD
  • The start of the Downey PD Youth Academy
  • A baseline Historic Preservation Ordinance
