The City of Downey is a film-friendly community and supports the filming industry and does its best to assist production companies who wish to do business here. Please be aware that we are also concerned about possible impacts on the neighborhood and require production companies to follow certain rules to minimize any impacts and possible inconveniences for residents.

Filming requires the following:

• Submittal of a Film Permit
• Business License Fee - $44.00
• Refundable Deposit of $1,000.00 (provided no damage is done to City Property)
• $2,000,000 (two million dollar) certificate of liability insurance for EACH OCCURRENCE naming the City of Downey as co-insured
• $10,000,000 (ten million dollar) certificate of liability insurance for EACH OCCURRENCE naming the City of Downey as co-insured if filming is to occur on streets, public right of way, involve interference with traffic, pyrotechnics, and/or if public safety hazards may occur
• Film Permits must be applied 7 (seven) business days prior to filming
