The mission of the City of Downey Housing Division is to improve the quality of our neighborhoods and to provide affordable housing for qualified individuals and families. If you already own a home in Downey you may be eligible for programs that allow you to make your home safer and energy efficient. We can also assist in correcting code violations and performing upgrades to your home. For apartment owners and tenants, we have other assistance programs. Our Rental Rehabilitation Program performs improvements on small multi-family properties and the Section 8 Rental Assistance Program helps subsidize rents for eligible low-income families.
