The Planning Division is responsible for reviewing proposed development through implementation of the City's Zoning Code and General Plan. The Division is responsible for issuing discretionary and administrative use permits, updating the General Plan elements, and preparing long range planning and policy documents.

You will find a variety of information related to on-going and future developments in the City, including residential developments, industrial business parks and commercial centers. Also available are various planning documents and forms needed to submit for formal review of various projects.

Housing Element Update

The City of Downey’s Final Certified Housing Element (2021-2029) is now available for public review and comment. You can access this document and additional information here.

Accessory Dwelling Units & Junior Accessory Dwelling Units

The City is in the process of updating development standards and procedures to allow Accessory Dwelling Units (ADU) and Junior Accessory Dwelling Units (JADU).  Stay tuned for the City of Downey’s upcoming ordinance which will approve streamlined procedures to develop these units. How To Obtain a Business License

A business license is required to conduct any type of business in the City of Downey, including home occupation and temporary contractors with offices outside of Downey. You may apply for a new business license online. Please download a Business License Application. If you are conducting a Home Occupation business within a residential zoned property, you must comply with the following rules and conditions.

How to Obtain a Special Event Permit

A Special Event Permit is required for temporary events such as carnivals, fairs, outdoor sales activities, retail events, and neighborhood block parties. You may download a special event permit application here.
