The City of Downey Housing Division is pleased to offer the Housing Rehabilitation Program. This incentive is federally funded by the U.S. Department of Housing and Urban Development (HUD) and is available qualifying low- and moderate-income households on a first come first serve basis until funds are spent.

Grant Program

Residents may be eligible for a Grant up to $50,000 for the critical home improvement projects. The program assists households who do not have the resources necessary to correct health and safety code deficiencies, improve the livability and efficiency, enhance neighborhood aesthetics, and preserve the quality of the City's housing stock. Some mandatory improvements residents may be asked to address are items such as the installation of smoke and carbon monoxide detectors, correction of electrical, plumbing and HVAC hazards, and abatement of lead-based paint and asbestos.  All of the proposed improvements must be approved by the City of Downey’s Housing Division before commencing work.  There is currently a 2-3 year waiting list of applicants seeking a rehabilitation grant.

The following criteria must be met to qualify for the Grant:

  • Income:  80% or less of the Area Median Income (AMI) adjusted for household size as defined by HUD.
  • Eligible Properties:  Owner-occupied conventional detached single-family dwellings.
  • Applicant Eligibility:  Applicants cannot be members of the governing body who exercises policy, decision-making functions or responsibilities in connection with or was a member within the last 12 months.
  • Applicant may not own other residential property other than the property for which assistance is being sought. 
  • Prior Grant Assistance:  Applicants who have received prior grant assistance under this program are not eligible.
  • Applicant must submit a Grant Interest Application to the Housing Division.

Contractors

The Housing Rehabilitation Program provides eligible low and moderate income owner-occupants of single family dwellings with financial assistance to make necessary improvements to their home.  If you're a General Contractor and would like to be placed on the Approved Contractors List, please complete the "General Conditions for Contractor Participation” form and  the “Contractor Application." 

The success of this program depends on the ability of contractors to provide competitively-priced high quality construction services in a timely manner.
 
Based upon eligibility and qualification, contractors will be placed on an Approved Contractors List. This list will be provided to program participants who request such a list in order to assist them in their efforts in soliciting qualified bids. Owners will have the liberty of contacting and choose contractors on the list or obtaining bids from other qualified contractors.
