What are the application fees?

This is a non-refundable fee to help recover the cost of processing each type of application. Download a complete fee schedule. Projects requiring environmental review i.e. negative declarations and environmental impact reports require additional fees determined on a case-by-case basis.

What is the process after an application is filed?

Once an application is submitted to the Planning Division, the application will be reviewed for completeness. If the Community Development Director determines the application to be incomplete, the Director will notify the applicant in writing within 30 days, indicating what additional information is required to complete the application. If the application is determined to be complete, then the application will be processed.

If an application is approved, when does it become effective?

Once an application is approved by the Community Development Director or the Planning Commission, the decision becomes final 15 days after the decision date, unless a timely appeal is filed, in writing and with the appropriate filing fee.

An approved Site Plan Review Permit and Conditional Use Permit shall be subject to revocation, if not submitted into plan check within one year after the date of the approval.  However, a time-extension may be requested prior to expiration of the permit.

If an application is denied, can the decision be appealed? How does one file an appeal?

A decision of the City Planner can be appealed, within 15 calendar days after the date of such action. An appeal to the Planning Commission shall be made in writing and submitted to the Planning Division with the appropriate filing fee. Also, a decision of the Commission, within 15 calendar days after the date of such decision, may be appealed to the City Council. Such request shall be made writing and submitted to the City Clerk Office with the appropriate filing fee.

How do I file a Special Event Permit application?

The intent and purpose of the application is to regulate special temporary events such as carnivals, fairs, outdoor sales, retail events and neighborhood block parties. The application shall be submitted to the Planning Division at least 30 days prior to the scheduled activity. If an event is of a large scale that may result in potential negative impacts to the community, the Community Development Director may forward the application to the Planning Commission for their decision. Special Event Application
