What is the General Plan? The General Plan, Downey Vision 2025, is a legal document, in the form of a map and accompanying text adopted by the City Council. It serves as a guide to the long-term physical development and growth of the community. In addition, general plan prepares long-range plans to address further changes in the City of Downey. Downey Vision 2025 is the fourth general plan that was adopted in January 25, 2005. The City's first general plan was adopted in 1963. The last time the City adopted its general plan was in 1992 (Downey Vision 2010). As mandated by State Law, it is important to update the City General Plan to ensure all land use decisions are to be consistent with the current zoning regulations and to reflect the needs of the community.
